A refusal is stored.
When a locked company asks and is refused, the refusal is stored too. Counting that usage never stops the work they were already trying to finish.
You pick what it reads.
Access is granted module by module. Payroll and grievance stay closed until you open them. Pay stays behind the email code whether it is on or off.

The person who still writes the JD.
The writer works without AI. The label changes when the add-on is on. The anatomy is still the product's, and a blank brief is still refused.
An author
The person on the Studio canvas.
Coverage still blocks publish. AI cannot invent a walkthrough of software it has not seen, and it cannot fill a clause the document never had.

Is HARMONI AI included?
No. It is an optional paid add-on. It is never described as included, built in or always on. Every module is fully valuable without it.
Who can switch it on?
A platform admin grants or withdraws it, with an audit note. A tenant admin cannot inherit it by accident. Locked is the default.
Will it write company policy?
No. A policy answer retrieves cited clauses. Below the relevance floor it says no policy of ours covers that. The model only phrases passages already found.
Can it generate a walkthrough of our software?
No. That block is absent from the generator on purpose. A model has not seen your screens. You record them.
